I hate to admit it, but ICE did arrest one of the worst. Armando Fernández Larios was an agent of Pinochet’s notorious secret police (DINA) and participated in the 1976 Washington, DC car bomb assassination of my IPS colleagues Orlando Letelier and Ronni Moffitt. He was arrested in Fort Myers.
