Ironically, this man has just exemplified the collective white panic we're living through right now. The idea that he isn't powerful EVERYWHERE means that something is WRONG, and whichever arena he's in that doesn't perceive him as a VIP must be defective or insufficient.

Suffice it to say that the persistence of visible disability into the 31st century signals a departure from most Trek and most SciFi that treats disability as a thing to be fixed through better technological innovations.
