What a country can do, in order to mitigate future risk, is to diversify transportation. For example, a country not controlled by a nihilistic death cult could build an extensive network of rail lines so that cars (dangerous, inefficient) and planes (same) are not the only options people have.

If one side breaks the rules, the response from the rules-valuer is to break the rules harder until the original rule-breaker is so defeated that they have no choice but to surrender and go back to following the rules again. Otherwise the rules-valuer just loses forever.
