This is exactly what the Democrats have been asking for since September. People go on the exchanges and buy their own healthcare, and the government subsidizes those purchases. That is, we "sen[d] money ... to people so that they can purchase their own ... healthcare."

I immediately assumed that Justice Jackson ruled after having communicated with the other justices about what they wanted to do, even if she didn't officially refer the application to the full Court for resolution by per curiam order.

I think I am fully up to speed on both appeals, and I have no idea if USDA has actually cleared the procedural hurdles that were showing partial SNAP payments. If not, all of this is going on while the government is not complying with the unchallenged district court order.
The wording of this is highly unusual, and suggests that Justice Jackson is expecting the First Circuit to rule on a stay pending appeal (a longer pause of the district court's order) in the next few days.

I'll have more to say about this in "One First" as soon as I can write it up.
