Longstanding problem. Purcell fails on the most basic standard of what law is supposed to be: nobody knows what it means and nobody can know in advance how it will be applied. It's pure, arbitrary "I know it when I see it," untethered from any coherent test.

After reading the government’s brief in the Comey case, I think the indictment is valid even if the grand jurors never actually saw the final version. Of course, there are still the other 11 (!) errors the judge identified in this case that could doom it before trial.
