I really do feel like we don’t talk about this enough. Literally civil.

Also, ICE shouldn't have firearms at all in this context! They are a civil/regulatory enforcement agency. When they are doing domestic immigration enforcement, they don't even enforce criminal law!
My take on what is clearly murder: a bunch of insufficiently-trained ICE agents dog-pile — and subdue — the victim with multiple guns drawn (why were the guns out?!). One of agents accidentally discharges his improperly-drawn gun, spooks the rest, and then they all unload in to the unarmed victim.

The American military has not openly fought against any sort of disciplined modern military since Korea in the early 1950’s and has lost every conflict it started since then. Even if we overwhelm and occupy we lose against insurgency in the long run… every time. And why war with an ally? Dumbass.
