Food for thought: The Constitution gives near plenary powers to the majority in the houses of Congress to administer their internal affairs. A draconian majority party could abolish all of the Rules, disband non-statutory committee, not seat minority party members in committees that remain, etc.

The Minority Party in the House has no power but to introduce bills that will never get a vote, scream in public, & deny the Majority Party votes to pass bills.
