What the run-up to the budget should be proving conclusively is that there are an awful lot of vested interests demanding that their perks remain exactly as they are being crucial to growth etc.

Preparations for November budget once again dominated by discussions of UK's dismal productivity performance, with a threatened OBR growth forecast downgrade.
Only two sectors showed any overall increase in total factor productivity between 1995 & 2020:

The good news of this is that the Norwegians realised this because they did a cybersecurity test. We need to think about, and test, stuff like this more.
