I bought a new usb hub for my home office and it makes a lot of noise even when there’s no power - laptop and mains are both off but the static keeps screaming until I disconnect the wires.

Out of respect for this thread’s commitment to exploring the question, I will add this important detail: soft-printed braille is the tactile equivalent of reading a photocopy on grainy paper with faded ink. Softening the material will make it more difficult to read
It would likely very quickly cause irritation and pain if you were attempting to read a braille text using your clitoral glans.
However, this is not insurmountable. With sufficient lube and printing to a softer material, you might be able to do it.
