Mayor Spencer was supposedly dedicated to bringing greater transparency to SLDC. She described former director Neal Richardson as "a barrier to transparency". Having ousted Richardson, she installed his predecessor, Otis Williams ,as interim director. IMO, SLDC has become more opaque under Williams.

The next Mayor of St. Louis who is willing to campaign on restructuring SLDC—or to say plainly that it is time to sunset the organization and replace it with a new development institution grounded in a different vision—will create a rare opportunity for transformational change in the city.

Correction: Browning said “some mild incentives.”
Some may point to the use of “up to ten years” for the tax abatement as indicating that the city may authorize less than the maximum duration & percentage. It is rare for the abatement term to be less than the maximum specified threshold.

Speaking of legal matters, maybe Alders could make some inquiries as to how everyone- including Mayor, Comptroller, Board Prez- associated with St. Louis City contracting for services from a murder-for-hire suspect in Illinois managed to miss the murder-for-hire part.

One would think that SLDC had tightened up its vetting of contractors and developers, but LCRA’s decision to contract with S. Shafer Excavating Inc. indicates otherwise.

This was not easy to write. Kept adding and deleting details about Sarah Shafer, perhaps just months away from being Portia Rowland's widow or herself being the victim.

The murder case never came up at the St. Louis City meeting where the murder suspect's company received nearly $6.7M contract.

Sounds like as detailed Financials as some special tax districts in St. Louis City. That is, the ones that actually post Financials online. Many do not even have websites.
