February 5 Lawyer, National Security Division: Bondi signaled the Foreign Agents Registration Act would be enforced only in very limited circumstances after the Justice Department had done a lot over the last decade to give it teeth. At its core, FARA is a transparency statute, to let the American public know when foreign actors engage in political activities or try to influence U.S. discourse. If I was running for Congress, I would promise to appropriate money for USAID, b/c as far as I am concerned it remains an agency as no-one repealed the statute that created it in 1998. It blew my mind at the time that we were like, yep, sure, we will just close an agency without authorization.

I've talked before about power struggles within hardening authoritarianism. Usually, regime supporters fight over using rule-of-law in crackdowns (with massive abuses, of course) vs. completely embracing extrajudicial methods. Here, we see the latter dominating. Which is very bad news going forward.

Bill Melugin @BillMelugin_ BREAKING: Per four senior DHS & Trump admin sources, a mass removal of ICE leadership around the country is underway, with up to 12 ICE field office chiefs being removed & reassigned in an effort to increase deportation numbers. I'm told the move is spearheaded by Corey Lewandowski, and a handful of the ICE Chiefs will likely be replaced by Border Patrol & CBP officials, some of whom will be hand-picked by aggressive & controversial Border Patrol Commander Greg Bovino. I'm told some of the ICE leadership removed from their positions include the ICE Field Office Directors in: - Los Angeles - Phoenix - Philadelphia - Denver - El Paso - San Diego - Seattle/Portland - New Orleans Border Patrol officials taking over ICE leadership positions would be extremely significant, as Border Patrol and ICE do different things, and I've done numerous ride-alongs/embeds with both. Generally speaking, ICE typically conducts very targeted operations, largely going after criminal illegal aliens or those with deportation orders, but almost always knowing who they are targeting for arrest, often conducting surveillance to learn their schedules before and waiting hours before arresting them if needed. Border Patrol, under Trump 2.0, while sometimes doing their own targeted operations, has been extremely aggressive and has been at the forefront of some of the most controversial immigration enforcement operations we've seen so far, carrying out roving patrols in Los Angeles, Chicago, etc, often at Home Depot, car washes, flea markets etc, leading to a handful of federal judges around the country issuing injunctions against them. A majority of the viral videos you see online are Border Patrol agents, including the use of a Trojan horse style Penske moving truck at a Los Angeles Home Depot, an operation organized by Bovino. ICE often gets blamed for what Border Patrol does, as the media and activists often cannot tell the difference between federal agents, and everyone is called "ICE". I'm told there are growing concerns about the political and PR fallout associated with some of the roving patrols Border Patrol is conducting as lawsuits continue to stack up and mid-terms approach next year. I'm told there is significant friction within different wings of DHS and the administration, with Border Czar Tom Homan & ICE Director Todd Lyons preferring to prioritize targeting criminal aliens & the "worst of the worst" or those with deportation orders, while DHS Secretary Kristi Noem, Corey Lewandowski, and BP Commander Bovino prefer to use aggressive tactics to arrest anyone in the US illegally, including but not limited to criminals, to ramp up deportation numbers and achieve President Trump's promises of mass deportations. I am hearing from both sides of this friction. One senior DHS official tells me: "ICE started with the worst of the worst, knowing every target they are hitting, but since Border Patrol started in LA in June, we've (DHS) lost our focus, going too hard, too fast, with limited prioritization. It's getting numbers, but at what cost?". Border Patrol agents I've talked to defend their tactics, with one telling me: "What did everyone think mass deportations meant? Only the worst? Tom Homan has said it himself, anyone in the US illegally is on the table." It's quite a situation, as both sides of this are on the same team, with the same end goals, but different perspectives on how to get there. Another DHS official confirmed the personnel changes to me on deep background, adding that the moves are based on performance and doing what is needed to achieve the best results. Table of how many federal employees have been laid off in the latest RIF (Reduction in Force). This is from an OMB legal filing from Oct 10. For each agency, it lists number of fired employees, RIF notice date, and whether the administrations has recalled any of those employees to do work. Total headcount is 4,100 across 8 agencies. Treasury (1446) and HHS (1200) are the most affected. EPA (30) had the fewest layoffs this time.

This assumes that state and local public health agencies are well funded. They are not. And the regional disparities are stark, so interstate collaboration will almost certainly drift towards those states that have better resources.

But by far and away, the biggest priority for a Heritage Foundation-captured CDC is going to be using the agency's legal frameworks for access to medical data, and weaponizing them to control women. *Most* of the Project 2025 plan for CDC is a witch hunt against abortion on an unprecedented scale.
Respect for Life and Conscience. The CDC should eliminate programs and projects that do not respect human life and conscience rights and that undermine — 455 — 2025 Presidential Transition Project family formation. It should ensure that it is not promoting abortion as health care. It should fund studies into the risks and complications of abortion and ensure that it corrects and does not promote misinformation regarding the comparative health and psychological benefits of childbirth versus the health and psychological risks of intentionally taking a human life through abortion. The CDC oversaw and funded the development and testing of the COVID-19 vaccines with aborted fetal cell lines, insensitive to the consciences of tens of thousands to hundreds of thousands of people who objected to taking a vaccine with such a link to abortion. As evidenced by litigation across the country, it is likely that thousands were fired unjustly because of the exercise of their consciences or faith on this question, which could have been avoided with a modicum of concern for this issue from CDC. There is never any justification for ending a child’s life as part of research, and the research benefits from splicing or growing aborted fetal cells and aborted baby body parts can easily be provided by alternative sources. All such research should be prohibited as a matter of law and policy. CDC should update its public messaging about the unsurpassed effectiveness of modern fertility awareness–based methods (FABMs) of family planning and stop publishing communications that conflate such methods with the long-eclipsed “rhythm” or “calendar” methods. CDC should fund studies exploring the evidence-based methods used in cutting-edge fertility awareness. Data Collection. The CDC’s abortion surveillance and maternity mortality reporting systems are woefully inadequate. CDC abortion data are reported by states on a voluntary basis, and California, Maryland, and New Hampshire do not submit abortion data at all. Accurate and reliable statistical data about abortion, abortion survivors, and abortion-related maternal deaths are essential to timely, reliable public health and policy analysis. Because liberal states have now become sanctuaries for abortion tourism, HHS should use every available tool, including the cutting of funds, to ensure that every state reports exactly how many abortions take place within its borders, at what gestational age of the child, for what reason, the mother’s state of residence, and by what method. It should also ensure that statistics are separated by category: spontaneous miscarriage; treatments that incidentally result in the death of a child (such as chemotherapy); stillbirths; and induced abortion. In addition, CDC should require monitoring and reporting for complications due to abortion and every instance of children being born alive after an abortion. Moreover, abortion should be clearly defined as only those procedures that intentionally end an unborn child’s life. Miscarriage management or standard ectopic pregnancy treatments should never be conflated with abortion. Comparisons between live births and abortion should be tracked across various demographic indicators to assess whether certain populations are targeted by — 456 — Mandate for Leadership: The Conservative Promise abortion providers and whether better prenatal physical, mental, and social care improves infant outcomes and decreases abortion rates, especially among those who are most vulnerable. The Ensuring Accurate and Complete Abortion Data Reporting Act of 20239 would amend title XIX of the Social Security Act and Public Health Service Act to improve the CDC’s abortion reporting mechanisms by requiring states, as a

My resignation letter from CDC. Dear Dr. Houry, I am writing to formally resign from my position as Director of the National Center for Immunization and Respiratory Diseases at the Centers for Disease Control and Prevention (CDC), effective August 28, 2025, close of business. I am happy to stay on for two weeks to provide transition, if requested. This decision has not come easily, as I deeply value the work that the CDC does in safeguarding public health and am proud of my contributions to that critical mission. However, after much contemplation and reflection on recent developments and perspectives brought to light by Secretary Robert F. Kennedy Jr., I find that the views he and his staff have shared challenge my ability to continue in my current role at the agency and in the service of the health of the American people. Enough is enough. While I hold immense respect for the institution and my colleagues, I believe that it is imperative to align my professional responsibilities to my system of ethics and my understanding of the science of infectious disease, immunology, and my promise to serve the American people. This step is necessary to ensure that I can contribute effectively in a capacity that allows me to remain true to my principles. The recent change in the adult and children’s immunization schedule threaten the lives of the youngest Americans and pregnant people. The data analyses that supported this decision have never been shared with CDC despite my respectful requests to HHS and other leadership. This lack of meaningful engagement was further compounded by a “frequently asked questions” document written to support the Secretary’s directive that was circulated by HHS without input from CDC subject matter experts and that cited studies that did not support the conclusions that were attributed to these authors. Having worked in local and national public health for years, I have never experienced such radical non-transparency, nor have I seen such unskilled manipulation of data to achieve a political end rather than the good of the American people. It is untenable to serve in an organization that is not afforded the opportunity to discuss decisions of scientific and public health importance released under the moniker of CDC. The lack of communication by HHS and other CDC political leadership that culminates in social media posts announcing major policy changes without prior notice demonstrate a disregard of normal communication channels and common sense. Having to retrofit analyses and policy actions to match inadequately thought-out announcements in poorly scripted videos or page long X posts should not be how organizations responsible for the health of people should function. Some examples include the announcement of the change in the COVID-19 recommendations for children and pregnant people, the firing of scientists from ACIP by X post and an op-ed rather than direct communication with these valuable experts, the announcement of new ACIP members by X before onboarding and vetting have completed, and the release of term of reference for an ACIP workgroup that ignored all feedback from career staff at CDC. Their desire to please a political base will result in death and disability of vulnerable children and adults. Their base should be the people they serve not a political voting bloc. I have always been first to challenge scientific and public health dogma in my career and was excited by the opportunity to do so again. I was optimistic that there would be an opportunity to brief the Secretary about key topics such as measles, avian influenza, and the highly coordinated approach to the respiratory virus season. Such briefings would allow exchange of ideas and a shared path to support the vision of “Making America Healthy Again.” We are seven months into the new administration, and no CDC subject matter expert from my Center has ever briefed the Secretary. I am not sure who the Secretary is listening to, but it is quite certainly not to us. Unvetted and conflicted outside organizations seem to be the sources HHS use over the gold standard science of CDC and other reputable sources. At a hearing, Secretary Kennedy said that Americans should not take medical advice from him. To the contrary, an appropriately briefed and inquisitive Secretary should be a source of health information for the people he serves. As it stands now, I must agree with him, that he should not be considered a source of accurate information. The intentional eroding of trust in low-risk vaccines favoring natural infection and unproven remedies will bring us to a pre-vaccine era where only the strong will survive and many if not all will suffer. I believe in nutrition and exercise. I believe in making our food supply healthier, and I also believe in using vaccines to prevent death and disability. Eugenics plays prominently in the rhetoric being generated and is derivative of a legacy that good medicine and science should continue to shun. The recent shooting at CDC is not why I am resigning. My grandfather, who I am named after, stood up to fascist forces in Greece and lost his life doing so. I am resigning to make him and his legacy proud. I am resigning because of the cowardice of a leader that cannot admit that HIS and his minions’ words over decades created an environment where violence like this can occur. I reject his and his colleagues’ thoughts and prayers, and advise they direct those to people that they have not actively harmed. For decades, I have been a trusted voice for the LGBTQ community when it comes to critical health topics. I must also cite the recklessness of the administration in their efforts to erase transgender populations, cease critical domestic and international HIV programming, and terminate key research to support equity as part of my decision. Public health is not merely about the health of the individual, but it is about the health of the community, the nation, the world. The nation’s health security is at risk and is in the hands of people focusing on ideological self-interest. I want to express my heartfelt gratitude for the opportunities for growth, learning, and collaboration that I have been afforded during my time at the CDC. It has been a privilege to work alongside such dedicated professionals who are committed to improving the health and well-being of communities across the nation even when under attack from within both physically and psychologically. Thank you once again for the support and guidance I have received from you and previous CDC leadership throughout my tenure. I wish the CDC continued success in its vital mission and that HHS reverse its dangerous course to dismantle public health as a practice and as an institution. If they continue the current path, they risk our personal well-being and the security of the United States.
