Side stepping the debate of pedophilia v Ephebophilia, surely the term “barely legal” would mean “someone who is very newly legal” not someone who is not legal

Hey everyone - I hate doing this but we had to have major emergency plumbing work done on the house we just moved into. The main pipe from upstairs to the basement was completely rusted out and filling the wall with water in several places. Any help infinitely appreciated
