I thought it was tinfoil at first but Microsoft declining to comment when asked about really does have me thinking this might be a quid pro quo thing. Government run by and for grifters.
I asked Microsoft PR about this—specially the DHS using Halo IP to recruit for ICE—and the company declined to comment.

3. It’s a useful tool for certain applications (in its current paradigm) but not a panacea. More like excel than skynet.
There are basically only two positions in the debate about AI.
1. I’ve barely invested any time in learning how to use it effectively. AI sucks.
2. I’ve invested in learning how to use this tool. Holy cow, it’s transformational.
Position #1 has lower barriers to entry.
