From November 1 to March 31, there are some rules to protect customers in cold weather. However, there is no rule that stops shut offs just because it’s winter.

This is something everyone is thinking right now. We're finally somewhat back on track with projects like the red line, and now all the federal money is just going to vanish. What now?
