This is the kind of urban fantasy public space transformation that Americans pay a lot of money to experience on vaca and then turn around and oppose back home.
One of the most successful pedestrian streets in the world, the Strøget in Copenhagen, was filled with cars until a 2 year pedestrianization pilot project in 1962. The opposition argued “no cars means no business,” but the street has been a massive retail success, the city’s busiest shopping street.

Planners have had input and funding for years, our trouble is with NIMBYs who successfully leverage their undemocratic power over city hall to stymie ever single bike lane project in recent memory except for 28th St, which GRIA won through grit and massive support among neighbors along the corridor.

Complete streets ensure that all people have the same level of safety and convenience, including walkers, wheelchair riders, transit users, and people who rely on bikes and scooters. Belair Rd is NOT a complete street, but NIMBY car activists will inevitably resist any changes that slow them down.
Past 30 days in Baltimore:
4 pedestrians have struck by vehicles and killed.
Each of them on a different section of Belair Rd--one of Baltimore's multi-lane streets that encourage speeding and are challenging for pedestrians to cross.

Upgrading inherently exclusionary sidewalks is a waste of public money. Betters to transform these kinds of narrow urban streets into shared streets where cars are forced to drive slow and yield to pedestrians and wheelchair riders.
They just installed new curbs on these completely unusable sidewalks
