I had a feeling that may have been the case. Alas, just using the cheapest thing out there to check the "illumination" box in this case results in defensive design. No one will use that space in any meaningful way. But I guess LED blasted grass is better than surface parking.

e) low maintenance (just have to cut the grass)

d) defensive architecture (cobra-style highway lights to deter the poors from hanging out with the added bonus of also making the space unattractive to all people from using it)

c) mandatory use of "trees" as a stand in for all of nature

b) not accessible for wheelchair riders (paths cost money)

a) no money to build anything that people would use or enjoy (no seating, restroom, water fountain, kiosk, playground, artwork, etc..)

That intersection also has an awful median that’s too narrow on one side and saddled by a defensive fence on the other, which is to stop pedestrians from “jaywalking” but mostly just gets bashed up by cars
