love this argument that it's too hard because the moderator might have to think before executing a policy or else bad actors will take advantage
An additional element is that it's hard to enforce a policy on threats when an acceptable defense is "It was just a joke / cultural reference"—a defense that a bad actor could weaponize. So I can understand how you might end up with a policy that says, We simply have to apply a blanket rule.
