The thing is that he does not retain any options regarding this. Even if you accept that there was legal precedent to rendition Maduro—there is no possible AUMF that covers the military occupation of Venezuela.

There is straightforwardly no legal authorization for the President to do any of this.

The Constitution is clear:
Congress has the power and responsibility to authorize the use of military force and declare war. Congress has a duty of oversight. Congress must serve as a check, not a rubber stamp to the President.

On these counts, Congress has failed.
