In the uk it’s largely targeted at non-viable farmland, but the real prize is urban car parks, rooftops, and waterways.

I do think there are other nice benefits, especially water and temperature moderation if near human populations. I think solar provides impressive benefit per land area that outweighs most other uses of non-urban land though, a 1 km2 solar farm has a ~40 MW capacity.
