I actively try to avoid a Game of Thrones situation where there's too many characters for a reader to keep track of. So, I might not give one a name until they appear with dialogue or action at least twice. Even then, I might not consider any backstory to them.

When do you consider a side character to have earned a name?
Is it when they speak a line of dialogue? Have a certain amount of importance to the story? When it is confusing to describe the scene otherwise?
