And while they're famous for their historic fleet (including the boat tram and double-decker cars), they also have modern vehicles and "operate from approximately 5:00 AM to 1:00 AM, seven days a week." Hardly a tourist-only operation.

The smallest we get with an even a semi-usable streetcar/tram operation that people can take daily trips on is El Paso at #69, and there it's still mostly a novelty attraction. We could easily justify a program installing decent tram/LRT systems in our top 75 metro areas by international comps.

(all metro populations; all have tram systems)
Even if we went with Angers for comparison, that would be Flint, MI, the 138th largest U.S. metro area, then Anchorage, Mobile & Myrtle Beach.

Quite the opposite. They have spent a lot of time and effort looking at traffic and development pressures across the city and concluded that the tram alone can resolve those issues on main arterial routes.

I have no idea, but it seems the council are starting with a solution (a tram route from A to B), rather than starting with the problem that needs to be solved.
