There’s some notable issues with the LCFS data: the response rate is only 28%, far below the pre-covid rate (and it was falling before covid too). The LCFS also undercounts consumption compared to the ONS’ National Accounts data – another source of consumption data, and this has worsened over time.

My ballpark is to take the current LCFS goal for a year. 9% reduction in wheels to wells for 2021 and just assume that that is a good metric for the emissions associated with overall combustion. So emissions from vehicles are 91% of the total combustion. But ARB could do a much better job.

State-level LCFS programs and tax credits offer a bit more incentive, mostly for aviation fuels, but all in all, it's pretty limited. There's just not much of a demand signal coming from policy, apart from the aspirational 3 billion gallon target of the SAF grand challenge 7/

Again, your logic applies equally to scrapping biofuels under the LCFS, which I understand you don't want to do.

If simple is the only practical option, why not count, rather than ignore, all in-territory biogenic CO2 emissions?

CCAs are trading below the auction reserve price and LCFS prices are below $50/mt but the 'Jim Cramer of California Carbon Prices' from UPenn analyzed LCFS prices in the $150-$250/mt range for 2025.

The USC gasoline study took this LCFS study from UPenn to get to $8/gallon.

California is proposing to extend its biogas / RNG loopholes for hydrogen production through 2045.

Eh, I wouldn't run with any of those narratives. Used Cooking Oil (UCO) imports did surge in 23/24 to get lower CI values in LCFS states/provinces/countries.

UCO is ISCC certified, thus the resulting Renewable Diesel (RD) can be verified for credits in Canada and Europe (RED, ReFuel for SAF)

What is likely to happen in WA re cap-and-trade next Tuesday is only going to put fuel on the fire of the conversation in CA as we contemplate tightening of the LCFS a few days later and the need for (not all agree with this framing but I think it is right) reauthorization of cap and trade in 2025.
