Not recommended - map items serve a very important use case in the web stack and are better served as a wrapper to gdb content.
I have played with past iterations of this theme going back beyond ArcGIS 8.x when web was still in pre-ArcIMS days and .NET was central to Esri's framework. None lasted.

I also kind of argue in my dissertation that the reason gis/geo are considered niche is an effect of Esri's business strategies, starving competition out by doing big site licenses and dominating federal means no vendors outside the deep pocket niches

I broke the python environment in ARC.py so bad that ESRI’s tech support gave up trying to help me and sent me a clean copy of ARCGISpro and told me that whatever I did I should never try again.

ArcGIS ArcPy used Python 2.7 which Python discontinued several years ago. Whenever I followed a traceback in Python to where my Python scripts failed, it was ALWAYS in ArcPy. Esri's ArcPy Python code would give Guido van Rossum nightmares. It always failed Pylint with NEGATIVE numbers. #GISchat

Sad to inform you that our esteemed Esri colleague Dr. Michael Phoenix passed away last Friday after a short illness. Mike started Esri's education program back in 1992 and was given the Education Award by UCGIS in 2008. RIP my friend.
