That’s because both those governments are controlled by Putin, they are outsiders in the EU and favour Russia, it makes sense that the USA which is also a Russian state would be friendly towards them.

“Burden Shifting” in Capabilities: What Has to Move, Beyond Troop Counts If the desired end state is “Europe leads conventionally,” the binding constraints are not only infantry brigades; they include enablers: ISR, air and missile defence, long-range strike, logistics, lift, stockpiles, readiness, and industrial throughput. That is precisely why NATO’s post-2025 spending architecture matters. At The Hague Summit on 25-Jun-2025, allies committed to investing 5% of GDP annually by 2035 (with 3.5% for “core defence requirements” and up to 1.5% for resilience, infrastructure, and industrial base), with annual national plans and a 2029 review.17,18 NATO’s own topic guidance explicitly treats this as a successor to the 2014 2% pledge and ties it to meeting capability targets.18 NATO’s defence expenditure reporting (2014-2025) provides the baseline against which any “timeline for drawdown” would be judged credible: Europe’s ability to replace U.S. mass depends on whether those curves actually bend in procurement, readiness, and munitions rather than creative accounting.7,8,19 Congressional and Constitutional Friction Points (Often Skipped in the “Dormant NATO” Debate) Two constraints matter even if an administration wants a rapid transition. First, treaty commitments and war powers: Article 5 is a mutual assistance obligation, but U.S. participation in major combat operations still interacts with Congress’s powers over war and appropriations.15,16 Second, “exit” and “de facto exit” are different. The treaty contains an explicit withdrawal mechanism (Article 13), but major posture shifts can occur without formal withdrawal — through basing decisions, deployment rotations, and capability prioritisation.15,22 That makes the politics of “Dormant NATO” less about a single dramatic rupture and more about a sequence of budget and posture decisions whose cumulative effect can be alliance-transforming.11,12,22 European Hedging: NATO Rearmament Plus EU Backstops Rutte’s Munich comments are explicitly NATO-centric: more European responsibility inside NATO, not a replacement.14 In parallel, European leaders are openly exploring additional architecture. Reuters reports that German Chancellor Friedrich Merz and French President Emmanuel Macron are discussing a new European security framework and increased defence investment — partly as a hedge against U.S. uncertainty.25 At the same Munich conference, Financial Times reports Ursula von der Leyen urging Europe to bring the European Union’s mutual defence clause “to life,” highlighting Article 42.7 and noting it has been invoked only once (by France after the 2015 Paris attacks).26 The clause itself obliges member states to provide “aid and assistance” if a member suffers armed aggression, while still recognising NATO’s role for those allies who see their common defence realised through the Alliance.27 The practical message is hedging: even if NATO remains central, European actors are trying to reduce single-point dependence on U.S. political will.25,26 Interim Assessment The POLITICO framing —“this is where Trump’s NATO ideas are coming from”— works best as a partial explanation.
