The Coptic word for "Semite" was synonymous with "slave," not unlike "slav" and "slave" in English. Pharaoh's political wrangling in Exodus is not very different from similar actions by monarchs of Spain and the Ottoman Empire under similar circumstances.

The probable context for this is that the native Coptic speakers had recently reclaimed control of lower Egypt from the foreign Hixos dynasty. They inherited a huge population of Semites. This presented a political, demographic and economic problem that Pharaoh had few ways of solving.
