The current UK government's policy of "We must be as fascist as is necessary to stop people voting for fascists" seems to be predicated on the idea that fascists are bad people, but fascism itself is fine.

The basic lie is that nationalisation is too expensive - the Water Industry Act specifically allows for a 'Special Administrative Regime' where water companies can't meet their financial obligations or are in serious breach of their license or statutory obligations (ie because of sewage dumping).
