Haaretz reports this morning that only about 10% of the people filmed naked are indeed Hamas terrorists. The rest are likely civilians.

Unclear if it's the same group from a few days ago or a new one. In the video they are seen laying down arms as they surrender, so it will be harder to argue they are just innocent men rounded up by the IDF.
