I don't love the strong mayor powers, but this just sounds like butthurt nimby counsellors who didn't bother to learn the budget rules being mad their plans for budget cuts didn't pan out and now they're looking for somewhere to lay the blame.

Effectively a vote to kill the project.

Please rally today at City Hall.

The shithead wing of council walked on a pile of motions to the agenda well after the last second and after the close of delegations, proposing a pile of cuts without oversight, without recommendation, and in defiance of their previous deliberations. Fight it.
Emergency rally tomorrow morning, 9am at #HamOnt City Hall - we are hearing that there are potentially several new motions coming forward seeking to cut environmental and tenant protection efforts! We will then be watching the meeting inside City Hall.
