A prediction: Trump and Trudeau talk today. Trudeau agrees to nothing. Trump (whose billionaire friends have already bought up discounted stock in the declining market) will announce a beautiful deal, the best deal, and cancel the tariffs until the billionaires want another Dow Jones yard sale.

The executive branch does not have the legal right to cancel appropriated spending or eliminate agencies created by Congress.
Trump and Musk are doing both. Entirely lawless and unconstitutional.
