The disconnect between what voters think local govt is for (doing things they care about like roads and bin collections or things they enjoy like parks and leisure centres) and what local govt actually does (social care, invisible to most residents, poorly provided to those using) is not healthy

It's technical. You have to do some homework.

Ironically, the PEM Convention implements one technical issue under GATT Article 24, so those who originally advocated GATT24 should like PEM.

This wouldn't be the Pan-Euro-Mediterranean Convention (PEM) would it? If so, the Telegraph clearly is clueless as to what it is. Why would anyone object to tweaking rules of origin so some goods qualify more easily for duty-free trade under existing agreements? In what way is that a "return to EU"?
