This was my first thought too as I did similar to your Mum and spent several long sojourns in the USSR, but 5 years after our Linda here. This doesn't read like a holiday postcard, more like someone who is going to be there more than a few weeks. Maybe a young journalist?

Strikes me as a form of means testing, which is a favourite thing in this country owing to our horror that someone somewhere may get 'something for nothing', which must be prevented even if it costs more to do. The same people who object to Inheritance Tax when it's their own 'something for nothing'
