I gotta hand it to the man, it takes a unique kind of political vision to isolate two of the single largest things you could do to do to actually, structurally fix Chicago's budget* and preemptively rule out BOTH.

A quick note for sheriff watchers: the sheriff of Cook County (Chicago), Dem Tom Dart, won't face any primary challenge next year. He also won't face any GOP opponent. So not much to see electorally in the nation's 2nd biggest sheriff's office.
