If the “right answer” is 3% and the average response is 30%, this doesn’t mean people are “wrong” and actually believe it’s 30%.

They might just not be paying attention to your survey and/or are guessing randomly.
Charts showing people overestimating the prevalence of minorities (and underestimating that of majorities) evoke outrage about media bias and xenophobia—wrongly so, research suggests. This is a common psychological phenomenon: https://buff.ly/3OJviKx
