The crew return date and return in SpaceX Crew Dragon was finalized in August. This isn't new. In September they sent up Crew-9 with 2 empty seats specifically for the return of the Starliner CFT crew in Feb. They're not "stranded". Suni Williams was set as ISS Commander while she is up there.
