U.S. District Judge Sara Ellis, who is still ruling, indicates a preliminary injunction is on the way.
After going through several incidents since the start of Operation Midway Blitz — like the ones above — Judge Ellis says, "those are the factual findings that I'm making to support this preliminary injunction."

These projects are very important with the US (and other countries) either completely halting most foreign aid or pulling back on it

Not sure counting on them to hit enough white, wealthy neighborhoods to spark mass outrage is a strategy and whether that kind of solidarity even lasts long term is a separate discussion. But it also almost doesn't matter if they just keep hopping cities faster than communities can adapt

This is also why you can still walk outside every day and go to work with everything appearing mostly "normal" and you meet people in your day to day who have no idea four neighborhoods were tear gassed last week and you feel completely fucking insane over it all
