He also fished around through the various intel agencies until he found one that would support his belief that Iraq had WMDs. Trump skipped that step and just said the intel was wrong because he does whatever he wants and no one stops him.

Federal employees are underpaid in comparison to their civilian counterparts. The gov struggles to keep competent people in those roles. The pension is a significant factor in recruitment and retention. Reduction in size and quality of the federal workforce will create more fraud, waste, and abuse.
