Deeply important to understand that Trump never jokes. All of this stuff that started as a joke and then became real was never a joke. He always says what he wants to do and people SAY it's a joke because they're too callow to acknowledge that he's the most ignorant, vicious person alive.

Filming ICE committing crimes is apparently impeding their ability to commit crimes with impunity, so now they can arrest you for that. Using your 1st amendment rights and the video camera in your phone is now a crime.

And the whistles really seem to piss them off.
