Katie Wilson saw in the strong victory for Prop 1A (social housing) a rejection of Bruce Harrell, who featured prominently in the ads for the competing measure, Prop 1B. When other big names refused to run, assuming wrongly that Harrell was a shoo-in, Wilson saw an opportunity and took it.
