Yes but also much harder to do as an incumbent! Four years from now “NYC is way too expensive” would be a tougher sell in a re-election bid.

At this point as a matter of law, principle and morality Trump has to be impeached. Flagrantly violating a Supreme Court order to facilitate the return of an innocent man sent to a slave labor gulag with no due process is so immensely evil it's earth shattering.
