Supportive housing is better suited to people with complex mental health and addiction issues. Portable housing subsidies work well for people who just need some extra money to make rent. The city is doing all of these things simultaneously.

Oops, not quite done: I also want to say that people who get recruited by this anti-science conman stuff are often desperate, not malicious. The particular flavor of chaos he's selling is made for the desperate. Years of health insurance crisis in America have yielded a recruitable population.
