Without doubt the Russians were one of the main players. Some Tories took the money willingly, some were being threatened and manipulated.
Johnson was in bad financial shape which, as PM should make you a national security threat.

Prime example. Cameron and the structure that put him there need to be held fully accountable for where we are now. Privileged, out of his depth and gifted the highest office due to wealth and the establishment. As a consequence we got Brexit, Johnson and the Covid disaster.

A former acquaintance of mine - also an Old Etonian - who had never expressed a political sentiment in the ten years I'd known him said much those same words to me ca 2001.

He viewed it as "something to do" because he didn't really have to work like the rest of us.

It is a legitimate argument to reduce levels of net migration [for various reasons

'We must reduce net migration so that ethnic minorities face less racist abuse [from those who don't like immigration] + so we must reform settlement/citizenship rules
= problematic in many ways

the implicit standard of "criminality" is doing a lot of work here, mostly as a desperate appeal to avoid thinking (not grading any of your students' exams is not criminal behavior either but you can very quickly see how that might nevertheless put a professor's employment in jeopardy)
