My study on Euroclear and European CSDs is out!

It explains how CSDs work and sheds light on the Russian assets immobilised and frozen on Euroclear’s balance sheet.

In 2024, a million hectares of Ukraine’s forests and land burned. High temperatures, landmines, and shelling all contributed to the fires, but footage of Russian drones targeting firefighters has raised the question of war crimes.
Wildfire has consumed vast chunks of Ukraine. Is Russia deliberately fueling the flames?

“NATO scrambled jets, could have shot the drone down, but allowed it to fly over NATO territory for 5o minutes, escorted it back to Ukrainian air space—and giving it another chance to kill Ukrainians (courtesy of NATO).”
Just released my free weekend update. Big stories of the week include the continuation and sophistication of the Ukrainian ranged attacks, the utter failure of NATO, which ended the week escorting Russian drones so they could attack Ukraine… open.substack.com/pub/phillips...

Welcome to Paris!
First week of teaching in Paris Sorbonne. Of course, my first lecture is postponed because today is strike day and getting to the Uni might be nearly impossible for staff & students. The experience wouldn't be french otherwise. 😅

Historic selfie. Ukraine’s government leadership always visit the sites of Russia’s drone and missile attacks. Today Prime Minister Yulia Svyrydenko just had to walk down the hall. This is the cabinet of ministers building in central Kyiv after the biggest Russian drone attack of the war.

As Ukrainians kids go back to school, time to retweet this research.
Russian invasion has lowered Ukrainian students' performance in PISA by 23 points in reading and 9 points in science.

Most likely mechanism : psychological stress.

There is strong impact of air-raids if they happen on the night before the national exam, but negligible impact in the long-term.
Yesterday I defended my PhD; today I’m releasing a fresh pre-print. Apparently, the “post-viva holiday” is a myth 😅. Here’s what war is doing to students’ learning in Ukraine.

Why Finland thinks Finlandization is a bad idea for Ukraine!
Frankly this is complete bs. I dare say that no one in Finland thinks that Ukraine should be forced to follow our example. If Stubb tries to push for this it’s not going to be popular. I personally find the whole idea highly insulting. Both to Ukraine and to Finland.
