The cause and effect of economic sanctions on Russia seems to be lost on many, including policymakers. The point is not to convince anyone of anything. The point is to obliterate the Russian economy.

No salaries. No production procurement. No fuel for vehicles of any kind.

Then the war ends.

But Miller is not anyone. Until 2022, he was among the internationally most renowned historians of imperial Russia, a respected colleague in Western academia.
