When a state uses deadly force abroad in ways that blatantly violate the laws of armed combat, that is a war crime. There does not need to be an official declaration of war or large-scale combat operations for there to be war crimes. Deliberate use of deadly force is inherently an act of war.

Good thread. Points out that what history was and what we imagine it to have been are often two different things. Americans, in particular, know way too little about world history.
No, you genuinely have no idea how wide this gulf is. Even with, say, Louis XIV's France.

The resistance put up by local aristocratic parlements to Louis' decrees would have been unthinkable in Russia at nearly any time under the Tsars (brief, swiftly crushed exceptions aside).
Russia starting out as a hypercentralized, absolutist state that could withstand the Khanate *does* have a lot to do with its continuation as, well, a hypercentralized, absolutist state, but our other states were typically also centralized and absolutist prior to the 19th century
