Structures can be built to block that radiation. No vessel, even in theory, exists to protect humans during the SIX TO ELEVEN MONTH journey to Mars which practically guarantees humans to get cancer before they get there. The moon is the only practical option, and it is easily the safest option.

Since this coward turned off my ability to reply directly, this is an AWFUL idea. Venus' environment is probably the most difficult to exist on in the entire solar system, the winds alone make it difficult, but so does all the continuous acid rain, the INSANE temperatures, its a death sentence.
Venus with its 0.9 G avoids this issue, in return for so many other issues, like just so many.
