I can't understand the reasoning. If you're arresting him, for whatever reason, you move him to the sidewalk and cuff him. You don't let your horses, which are freaking out, kick and trample your detainee.
Beating a man when he’s down then, running him over with a horse, hitting him over the head with a baton then beating him some more when the inevitable flight response kicks in and he tries to get away from his attackers.
