A note on the 1st part: City capital is a mess from a transparency standpoint. There’s a lot that could be done on that front, but tying it directly to a technical appropriation structure would significantly limit flexibility of funds and likely to have unintended consequences w/o charter changes.
You love to see it. Transparency in procurement is much needed:
