Other big difference is fall-off between rounds. 140k other ballots did not choose Adams or Garcia (about 90k with Wiley as their last choice.)

Yes, it’s <10% but on a $115b budget it’s still a huge sum that the city would be incredibly hard pressed to replace all of with local or state sources. Also that’s just on the operating budget side. The capital effects would also be huge, and we’re not even getting into NYCHA with these numbers.

Budget lines. Having one for each project rather than a portfolio of similar projects could be technically limiting in agencies ability to address unexpected shortfalls or emergency work.
