It also seems like a gross violation of collective bargaining rights.
OPM sent a memo to agency heads today instructing them to disregard telework provisions of federal employees' CBAs.

OPM had previously acknowledged there may be exclusions to the return-to-office mandate based on CBAs. This seems like backtracking on that acknowledgment.
