The WSJ frames the "send checks" solution as a Republican pitch but doesn't indicate that any Democrat is interested, so I'm taking that with a grain of salt.
I think these would be separate votes. First the government would be opened, and then Republicans would pitch their "fix" to ACA subsidies, but the WSJ article didn't really indicate that any Democrat is buying that fix.

Trump ran as a populist but has governed as a plutocrat. The coalition that lifted him—including new small donors—appears to be voting with their feet, and their ballots.
